William R. Collier Jr. is the managing member of the Noetic Dharma Group (NDG), a niche strategic-consultancy firm with affiliate offices in Washington, D.C., Los Angeles, New York, and Florida, providing strategic and operational consultancy, digital media and marketing, and financial advisory services. As co-founder alongside Dr. Gary Kompothecras, NDG provides foundational strategic support for the organization, and Collier serves as its representative on the Board of Directors, overseeing digital and marketing strategy through innovative online tactics, data-driven campaigns, and voter-persuasion efforts.
A political consultant, researcher, analyst, and digital strategist with over three decades of experience in intelligence gathering, media, direct marketing, and conservative activism, Collier was born in Harrisburg, Pennsylvania, attended Milton Hershey School and Scotland School for Veterans’ Children, and served as a U.S. Navy veteran during the Cold War specializing in intelligence analysis. He founded Kross Publishing in 1992 and rose to prominence in political activism in 2008.
